In a recent talk at NUS Lee Kuan Yew School of Public Policy, Dr Hugo Slim, Head of Policy at the International Committee of the Red Cross in Geneva, shared his thoughts on humanitarian concerns about future wars that are likely to be intrinsically urban, deeply digitalised and involve an intricate mix of conventional force and sustained de-stabilisation of the enemy's ability to govern.
